From the roadway, there is no sign of the three tents tucked against a bank of
the Jordan River near downtown Salt Lake City. To reach them, Kimberly Bell
and Buddy Tymczyszyn, homeless outreach workers with Volunteers of America,
Utah, followed an ice-coated mud path and then bellied around a chainlink
